Philadelphia Police series. Main character is Matt Payne, but all the other interesting characters are missing or not themselves (Washington and Harris). And Matt is in the process of moving in with Amanda, but she never even appears on-screen, and Matt's romantic life plays no part in this book.
I read this as his son, William E. Butterworth IV, having completely taken over. I find him a much less interesting and much less good writer, and he's apparently not nearly good enough to handle his father's characters (the new series have less of this lackluster feel).
In this one, he takes the opportunity to make fun of a corrupt black City Council member. They spend a lot of time in the high-tech control center where they watch streaming video of everything happening in the city.
