Weird back-galaxy colony world. Aquatic, floating cities. And we have assassins, and apparently people who can alter probabilities ("conjure").

And, it turns out, sapient natives, too. Which will mess up the Charter Trade Company. Really, the outline is a lot like Little Fuzzy (#2), though none of the details are. In fact, it's probably important that the natives aren't cute or furry.
