Starts with an amusing scene, in which Reacher agrees to assassinate somebody very important (turns out to be the Vice President of the US). But we soon discover he's actually being asked to review security of the Secret Service protective detail.
As usual the plotting is fairly complex. There is a credible threat, which turns out to be from childhood bullies the VP-elect knew in school.
One of the more amusing ongoing bits in the series is how Reacher avoids his lack of transportation ever being a serious problem.
(Just barely spoilers, but being overly cautious is probably better than being overly casual, even for a 2002 book.)
