By David Weber and John Ringo. Book three of the "Prince Roger" series.

This time they deal with a more civilized society—more urban, anyway. Another theocracy, and this one has recently acquired a habit of human sacrifice and cannibalism and slave raiding. Not good neighbors, and the mountain people living around them are concerned.

So again we have local politics, and technology enhancement, and small-unit tactics. This one also has some actual outside support, from Empire of Man loyalists still active on th eplanet.

They even manage to steal a ship, as planned. Well, not completely as planned, since the ship they take turns out to be one of the Saint's covert operations teams, and that fight gets a little nastier than they really expected.
