This one follows multiple attempts to promote rebellion in the Verge, by people pretending to be from Manticore. They're actually working for the Mesan Alliance. And then the joint Manticoran-Havenite task force that goes and delivers the aid allegedly promised.

Too many new planets, new people; not really enough time to get to know them. Not enough time with the Navy, which is why we read these books, right?
