Graydon Saunders' series set in a magic-using universe unrelated to ours. There's an optimism and hope in these books even when they're fighting for their lives; it's a society where people pull together to try to make things better for everybody. (Not like the neighboring wizard-run dictatorships.)
The Commonweal is the result of some wizards doing a huge working to constrain people's future behavior—at that level, the same idea as Pamela Dean's The Dubious Hills, but a completely different set of magical constraints and very different results.
