I think I've read this before, but at least parts of it seem completely unfamiliar. And I can't find it on the bookshelves. Life is confusing.

There's a rather well-drawn wannabe-hitman, who comes to a bad end. Matt loses one fiance and starts working on another. There's a long-term beat cop who manages to draw the line at burning garbage. Sounds like he uses illegal methods to do it, and in this book about dirty cops he's singled out as one of the good guys. The high-level tensions in the police department escalate.

Newspaper articles and departmental forms are badly reproduced; in the case of the forms, very badly. The headings don't line up. They feel like padding to me, too.
