By the time I'm writing this, I've read this new book a few times.
This one's got an amazing hijacking, where the B-team is sent to take the Chernyakova out to where the mega is orbiting Teluride, and Ish kinda makes fools of them, and nobody even dies. By the time they get to the mega, Chief Stevens is in charge there, which is not what the hijackers expected (but then, they were expected to fail, and this was supposed to be a trap, to ambush the Chernyakova).
Also we go looking for a simple fission bomb concealed in Dark Knight, and find it.
By the end, we've got things all wrapped back together—Zee and Natalya are taking jobs with Phoenix Freight, Al has retired to be artist-in-residence for a year over in Diurnia (with Christine Maloney's gallery), and Chief Stevens has gone back to wherever Core Worlds Navy admirals go when they're not slumming out in the Western Annex.
Are we done with the setup? Is it time to start the actual story? Or is maybe all over? Too much work with how Nats and Zee react to Ish and Pip for that to be completey over, I think.
We never hear how the bigger politics goes. Who appoints the members of the CPJCT? Is there any other sort of government out there? We know they don't have control of their own currency or banking system. We never hear about elections, or any leaders, or any legislative authority (though we do hear about laws, or at least regulations). TIC has quite a bit of authority, and they feel it's limited by some rules, even. Who makes those rules? Who enforces them? Who appoints judges? Where are people imprisoned? What kinds of fines can be assessed? We don't seem to know any of this.
