I think the woman in this picture might be Victoria Vayne, of Toronto. She attended some DC area conventions in the mid-seventies.

Blowing up the original and reading the badge gives me "Vicki Mariln", who doesn't exist in any web searches. The "i"s in "Vicki" don't quite match the "i"s in "Mariln", and that last name is strange, but it's not blurred enough to really put me in doubt what it says.
